In EmaReach, contact lists are the groups of contacts you send campaigns to. When you create a campaign, you choose one (or more) contact lists as the audience. You create lists by importing contacts (Contacts → Import) or by building them over time; you can have multiple lists and use different ones for different campaigns.

When you create or edit a campaign (Campaigns → New or Edit), in the audience/recipients step you select one or more contact lists. Only contacts in the selected list(s) will receive that campaign. You can change the list before launching; after launch, the campaign is tied to the list you chose.
Contact lists hold your recipients. Create them via Import (new list or add to existing), manage them from Contacts, and select the right list when creating a campaign.
